Youth Empowerment & Success Hawaii (YES Hawaii) provides peer support and outreach services to youth and young adults aged 14-26 who have had involvement with the child welfare system. The program is statewide and events are held in Oahu, Maui, Kauai East Hawaii and West Hawaii. The program is youth driven and designed to engage foster youth in Hawaii in peer mentoring and meaningful and supportive events and activities.

The YES Program closed at the end of 2019 when the State decided to move in another direction.  Jennifer Carter joined FPH in 2008 as an Adult Mentor for the Hawaii Foster Youth Coalition.  During her employment with FPH, she was asked to develop and lead several programs – from Project Visitation, Hilo Senior Program, Nau’ E Koho and most recently, the YES Program.  No matter what program she was asked to lead, her strong work ethic enabled her to develop highly successful programs.  Our NEK program was modeled after her Hilo Senior Program which worked with at-risk youth in their high schools and got them into college.
Jennifer is an accomplished speaker and was selected to speak at the IVAT Trauma Summit on several occasions while working for our organization.  She is among a few certified trainers of the Casey Family Programs “Knowing Who You Are” curriculum.  In the East Hawaii community, Jennifer is well-known as an advocate for foster youth and is viewed as a dynamic leader in her communty.  She is affectionately known to the youth she has worked with as “Aunty Jenn”.
As she is known to have said, “when one door closes, another one opens”.  Jennifer will be continuing her journey by returning to college full-time in January.  Due to her advocacy and work with the foster care community, she recently received a highly sought scholarship from the Casey Family Programs.  Jennifer will have the opportunity to pursue her own dreams and aspirations of further developing her professional skills.
She will be sorely missed by our organization.  Her passion and insight will be hard to  replace.  I know we can expect to hear great things from her in the future.

With the end of Family Programs Hawaii’s YES Program on December 31, 2019. I would like to thank Jasmin for her years of service. Jasmin join the FPH team three years ago after graduating with her BA in Sociology from UH Hilo. She has been a great asset to the East Hawaii office as well as the Big Island youth.

Starting something new requires faith, persistence, and motivation. Jasmin, you have it all along with a heart of GOLD. I wish you all the best in your future endeavors. Thank you for your continued support to Hawaii’s youth and families.

YES Hawaii Goals:

  • Prepare youth for successful adulthood
  • Give youth a positive forum to build life-long peer relationships with other foster youth
  • Give youth an opportunity to be mentors and leaders
  • Enhance the safety net for foster youth in Hawaii that have limited family support
  • Help youth feel they are not alone and there are people helping them to succeed in Hawaii


Statewide services to support youth and young adults in Hawaii include:

• Outreach and support
• Peer mentoring to create positive peer relationships
• Events and activities to encourage healthy socialization
• Leadership and skill-building tools to develop useful life skills
• Social media and other electronic communications training


All youth and young adults, ages 14-26, who have had any involvement with the child welfare system on Oahu, East Hawaii, West Hawaii, Maui, and Kauai are eligible.
